Emerging Issues in The New England States & Utilities: COVID-19 Response, Mitigation Measures & Longer-Term Trends

The Building Performance Association (BPA) and the Northeast Energy Efficiency Partnerships (NEEP) are partnering together to provide a “live state update” on Emerging Issues in States and Utilities in the New England Region. Experts from BPA and NEEP will focus on: 1) BPA and NEEP’s policy responses to COVID-19 Health and Safety Protocols and Interim COVID Mitigation Measures; 2) a survey of emerging COVID-19 Trends in policy and programs in New England states; and 3) a discussion of longer-term trends and strategies for 2020 and beyond.
The BPA and NEEP presentations will update attendees on state policy issues impacting home performance contractors and small businesses in the New England. The presentations will also highlight trends across the energy efficiency marketplace. A significant portion of the presentations will be devoted to answering questions from the audience.
Integrated Strategies for Electrification

Transitioning the millions of existing residential buildings in the northeast to high-efficiency electric systems and implementing energy efficiency improvements requires a dramatic shift in consumer awareness, engagement, and long-term efficiency planning. In this session you’ll hear about two approaches in Massachusetts and Vermont. The Massachusetts Clean Energy Center will present on research into the state of consumer awareness, introduce our consumer engagement campaign Clean Energy Lives Here, and discuss fundamental technical and implementation challenges facing consumers and industry. Vermont’s Zero Energy Now (“ZEN”) Pilot Program in 2016-2017 delivered 64% measured fossil fuel and grid electricity savings averaging $1861/year in existing homes through a comprehensive contractor-driven approach that focused on a customized package of weatherization, heat pumps and solar PV. This ZEN Program model has been re-tuned and launched in Vermont in 2020 to help Vermont meet its aggressive carbon reduction goals while also serving as a model for other states under NEEP’s Total Energy Pathways (TEP) Project.

From retrofitting a ranch built in the ’40s to conditioning massive multi-family Passive House developments, air source heat pumps are being selected as the primary method to heat and cool an ever-growing variety of housing stock. While this technology is remarkable in its affordability, efficiency, and ability to offset a major contributor to greenhouse gas emissions, there are often unmet challenges in selecting the most appropriate piece of equipment. This session will explore the equipment options available in 2020 and provide an understanding of how equipment selection changes along with the thermal envelope. We will evaluate design strategies to ensure that the equipment can be successfully deployed in all applications.

Building science is at the core of the professional analysis we perform, the work we implement, and our post-work inspections. The better we know the principles of building science, the better equipped we are to determine and understand the best-practice methods we use on the job.
This session addresses the basics of a number of building science best practices, including air leakage measurement, the physics of knee-wall treatment, how balanced and unbalanced ventilation impact air leakage differently, moisture movement in a house, basement wall treatment in cold climates, the surprisingly large effect of insulation voids, the inherent uncertainty of our measurements, and more. Karg will also discuss building science applied to the challenges of the coronavirus.
